As the war in Syria draws to a (prolonged and painful) close, the top priority for the country is to revive economic growth. Syria has allies who can help with this. No, not Russia, but the Gulf Cooperation Council States.
However, there is a problem. American sanctions on Syria prevent these countries from employing American businesses to work in Syria. Without access to the resources and networks of American corporations there is only so much the Gulf countries can do.
It remains to be seen if the United States and the Gulf countries can work out some flexible solutions. Until then, Syria will remain a ‘playground’ for regional powers.
